How CIP works
Controller Incentive Pay is a cost-of-living differential under the NATCA contract. It comes from a fixed $30 million yearly pool that has been running out before year-end; when that happens, payments stop until the next fiscal year. It is not retirement-creditable, and at some facilities only controllers on board before a set date receive it.
How the Affordability Allowance works
The FAA and NATCA top up Total Pay at Nantucket so that housing stays within 30% of it. The $120,000 floor is the point where $3,000 a month in housing is 30% of Total Pay. That housing figure is the one set when the agreement was signed in August 2023, and the FAA re-indexes it to rent inflation each March, so the floor today is likely higher than the one shown here. The allowance is not Basic Pay, so it does not count toward your High-3.
